I'm with Todd on the flowers. My mom tends to get all squishy when they arrive at her school with a note signed by her "favorite daughter". The fact that she called my sister to thank her didn't bother me at all...really.
My mom usually drops hints of some kind. Last year she got steak knives. An odd gift, I know. But it was what she wanted. This year she's getting welcome flags. You know the ones you hang on a little pole that goes in the ground? Anyway, she has a bunch of them, but they're all holidays or seasonal. She wants some that can work year round.

As a son... I have always found flowers to be acceptable. I understand that may not be the case with daughters... but it is all the help I can give.
What about a SpaFinder gift card? They have them at Kroger, but they only come in $50. They can pick any spa that participates, and most do.

Maybe you could give your mom an herb garden?
I give my mom gift certificates for bedding plants.
